Draft Propositions Royal Commission into National Natural Disaster Arrangements

4 September 2020

The Royal Commission into National Natural Disaster Arrangements was established on 20 February 2020 in response to the extreme bushfire season of 2019-20, resulting in the devastating loss of life, property, and wildlife and environmental destruction across the nation. The Letters Patent for the Royal Commission set out the terms of reference and formally appoint Air Chief Marshal Mark Binskin AC (Retd), the Honourable Dr Annabelle Bennett AC SC, and Professor Andrew Macintosh as Royal Commissioners. These are the draft Propositions by Counsel Assisting. Royal Commission into National Natural Disaster Arrangements. The document set out a series of draft propositions developed by Counsel Assisting. The draft propositions did not necessarily represent the views of the Royal Commissioners. This document responded to the terms of reference set out in the Letters Patent. Its preparation was informed by the many opportunities for improvement to Australia’s national natural disaster arrangements identified by submissions, responses to compulsory notices and issues papers, and evidence received by the Royal Commission since commencing hearings on 25 May 2020. This included suggestions by the Australian, state and territory governments and their agencies and relevant findings and recommendations made by concurrent inquiries. On 4 June 2020 The Hon. Shane Stone AC QC, Coordinator-General, National Drought and North Queensland Flood Response and Recovery Agency gave evidence in support of his written Submission.
