This is an example of fiscal discipline successfully imposed by then Treasurer Barry Coulter and before the introduction of the GST and ''rivers of gold''. Make the comparison - in 1994 there were was an imposed NTPS staff ceiling of 14,500 servicing a population of approximately 180,000. In 2018 the NTPS including contractors and police is estimated at 21,000 servicing a declining population of an estimated 220,000.
